可恃性管理的概念是由可靠度管理擴展而產生。1965 年,國際電工委員會 56 號技術委員會 (IEC/TC 56)「可靠度 (Reliability)」,在日本東京成立,並朝開第一次委員會議。1969 年發行 IEC 300: 可靠度管理觀點 (Manageraial aspects of reliability) 國際標準。1984 年,IEC/TC 56 整合可靠度與維護度,將技術委員會更名為「可靠度與維護度」,發行 IEC 300: 可靠度與維護度管理 (Reliability and Maintainability Management) 國際標準。 1989 年,IEC/TC 技術委員會再次更名為「可恃性 (Dependability)」,取代原有的「可靠度與維護度」。1987 年,國際標準化組織發行 ISO 9000 品質管理國際標準系列。1993 年發行 IEC 300 可恃性管理 (Dependability Management) 系列國際標準。
1997 年 IEC 與 ISO 達成協議,將國際標準編號統一為 5 碼系統,並且約定 IEC 原有國際標準編號調整為 6 字頭系列,例如 IEC 300 改為 IEC 60300、IEC 68 改為 IEC 60068,以此類推。

從技術觀點,物品的屬性包括實體面的可恃性 (dependability) 與虛體面的資安性或保全性 (security),可恃性 = RAMS、資安性 = CIA,總共有 6 項基本屬性。可恃性指的是東西可以有恃無恐,資安性不怕外來的入侵與破壞。
