ISO/IEC 統一管理系統標準(MSS)的章節架構

由於近年來的擴散效應，許多組織在尋求多重管理系統標準 (management system standard, MSS) 的模式，國際標準化組織 (ISO) 與國際電工委員會在 2012 年，規劃擬訂統一管理系統標準的章節架構，將原先的 ISO 第 83 號指南 (ISO Guide 83, High Level Structure and Identical Text for Management System Standards and Common Core Management System Terms and Definitions 改版，併入ISO/IEC 第1號指令 ISO/IEC  Directives Part 1)， 成為 附錄  SL (Annex SL: Procedures for the Maintenance of the IEC Standards in Database Format)。依照規定，此一標準架構適用於所有的國際標準 (IS)、技術規格 (TS)、公共適用規格 (PAS)，但不適用於技術報告 (TR) 及國際研習協議 (International Workshop Agreement, IWA)。

管理系統標準 (MSS) 擬訂有八大基本原理：

• Market Relevance (市場相關性)
• Compatibility (相容性)
• Topic Coverage (主題覆蓋性)
• Flexibility (彈性)
• Free Trade (自由貿易)
• Applicability of Conformity Assessment (符合性評鑑適用性)
• Exclusions (獨特性)
• Ease of Use (易用性)
  

ISO/IEC 指令 附錄 SL，規定爾後所有 ISO 及 IEC 所發行的管理系統標準國際標準，必須採用如下的相同章節架構：
前言 (Introduction)
1. 範圍 (Scope)
2. 正式引用資料 (Normative Reference)
3. 名詞與定義 (Terms and Definitions)
4. 組織內涵 (或情境) (Context of the Organization)
4.1 瞭解組織及其內涵 (或情境) (Understanding the Organization and Its Context)
4.2 瞭解利害相關單位之需要及期望 (Understanding the Needs and Expectations of Interested Parties)
4.3 決定XXX管理系統範圍 (Determination the Scope of the XXX Management System)
4.4 XXX管理系統
5. 領導 (Leadership)
5.1 領導與承諾 (Leadership and Commitment)
5.2 政策 (Policy
