供應商管理
A. 供應商管理(Material Quality - Zero defect),過去免檢入庫的風險如何避免,critical parts管控,vendor/supply,重要零組件、電子件。
a. Fully grasp the technology trend of critical materials to support new product requirements. b. Totally involved in the operation of suppliers to ensure the compliance and consistency of required quality. c. Fully support business requirements to ensure the continuity of supply. d. Build up the core competence of critical materials in the organization.
Evolution of Quality System. ISO 9000, Business Performance Q, Product Quality q. OEM, ODM, OBM品保組織之差異為何?
ISO 16949, 20000, ???
好的品保系統,品質系統,除了經營(系統)品質之外,產品品質仍然是重點。導入TQA系統?影響經營績效還是幫助經營績效?食安案例的借鏡。OBM是否只打廣告就好?追求品牌之外的基本功為何,品保系統如何支持經營績效。企業經營體系推動的重點為何,整合環境下所扮演的角色為何。
(A). Vendor sourcing:採購決定,好壞差異大,採購如何選擇供應商,價格低。採購責任為何。供應商品保系統,大多沒有定品質需求。
1. Commitment to the basic performance :採購要求供應商承諾:, quality, response, delivery, cost, service, ...),可以量化指標至少十項。 目前的Performance要求是cost down.
2. International Quality System, ISO 9000, 6 σ , ...
3. Sound Financial Performance. 賠得起,健全的財務績效。
(B). Vendor evaluation供應商系統評估、以品質系統(制度)或品保系統(產品)評估,認證公司負責品質系統驗證,供應商評估如何運作,評估產品而非系統,供應商稽核與評估者的職責調整,如何與認證公司的職責區隔。Qualified Vendor List.
1. Design, Technical & control capabilities. Quality System: APQP/PPAP/FMEA. Design Assurance System: EVT. Design QA system/DFX check list. Design method evaluation. Design release criteria evaluation.
2. Manufacturing: Quality System: Control Plan, OI/SOP, Process Station-oriented. Qualty Assurance System: MQA System, 參數設定與規定的比對,Process Deployment Chart (PDC) (推拉力試驗, 焊點問題),Process Station / Process Step. Machine Motion-Oriented. KPOV/KPIV, Differentiated Management (5 M), Daily record。首件檢驗,焊點厚度、大小(efo),金線長度,usg force。技術能力管制。執行IQC是否要經過訓練?VQA角色定義。3. Material. Quality System: IQC sampling plan, molding compound quality, Qaulity Assurance System,
4. Product Quality Testing:Quality System: Customer Spec, International STD. Quality Assurance System: CTQ, Application Requirements.
5. Quality head. QRA head. Quality System: Representative. Quality Assurance System: TQA director. 材料規格的審核是誰的責任,QA是弱勢。QA的職責在誰?
(C). Vendor qualification (Approved Vendor List)
Material, Quality System: Sampling check. Quality Assurance System: No deviation between NPE (new product evaluation) and NPI (new product introduction) +3,量大管理能力。(模具設計委外,三個階段控制模具差異)
Quality, Quality System: Meet with spec. vs. average and standard deviation - CTQ
Cpk vs Cpk (under control/normal distribution)
OI/SOP vs. Differential management. (標準化,設定值一樣(一樣化)或是績效標準化(一致化))

KPI design 5-step: 1. Objective Deployment Design, 2. Job Breakdown Design, 3. TPI Design, 4. TPI Alignment, 5. KPI Assignment.
Zero Defect:
DsgQA: Design Evaluation and Design Quality Verification. ⇒ 1. Never design in defects.
MfgQA: 1. Never make defects, 2. Never pass on defective products;
VenQA: 1. Never buy in defective materials/parts, 2. Never allow defective materials/parts to slip in.
SvcQA: 1. Never repair same failure mode twice.
