安全性 (safety) 的定義：

• 不會造成人員死亡、傷害、職業病，或造成設被或財物損壞或滅失、或環境破壞的所有條件。(Freedom from those conditions that can cause death, injury, occupational illness, or damage to or loss of equipment or property, or damage to the environment.) (MIL-STD-882D:2012, 3.2.30)

• 沒有不合理的風險。(Absent of unreasonable risk.)  (ISO 26262-1:2011, 1.101)
  

安全性管理：運用管理手法處理有形資產的安全性相關事務。

資產 = 有形資產 + 無形資產
有形資產 = 人員 + 財物 + 環境（地球） ⇒ 安全性 (safety)（狹義的安全性，或稱保安性）
無形資產 = 資料 + 資訊 + 知識 ⇒ 保密性 (security)（或稱保全性）

安全性 = 系統安全性 + 職業安全性 + 公共安全性 安全性 = 產品安全 + 職業安全 + 環境安全 = 功能安全 + 工作安全 + 公共安全
系統安全性 = 功能安全性 + 實體安全性 + 人員安全性

管理的職能：規劃、組織、分工、領導（引導）、統御、溝通、協調
管理的方法：規劃、執行、檢核、行動
管理的行動：維持、改正、創新

安全性管理必須基於危害分析與風險評鑑 (HARA) 的結果。
安全性管理 = 有形資產管理 + 風險管理
變異 (variation) → 偏差 (deviation) → 異常 (anomaly) → 不良 (discrepancy) → 缺點 (defect) → 誤差 (error) → 故障 (fault) ⇒ 失效 (failure) ⇒ 危害 (hazard)  ⇒ 損害 (harm and/or damage) ⇒ 滅失 (loss)
危害 = 人員 → 傷害 (injury)、死亡 (death)、職業病 (occupational illness)；財物 → 損壞 (damage)、滅失 (loss)；環境 → 破壞 (damage)、污染 (pollution)。

條件 (conditions)：
不安全條件
危害條件 (hazardous conditions)：
行為 (behaviors)：
不安全行為：
意外 (mishaps)：

• an unpredictable outcome that is unfortunate, an instance of misfortune. 美軍定義的意外 (mishaps) 相當於民航的事故 (accident)，或是墜機 (crash)。
  

意外事件 (incident)：沒有實質損失的事件，但是有影響。有時簡稱事件，但不是指中性名詞的事件 (event)。

• An incident which no injury, ill health, or fatality occurs may also referred to as a "near miss", "near hit", "close call", or "dangerous occurrence".  
  

緊急狀態 (emergency situation)：

• An emergency situation is a particular type of incident.
  

未遂事件 (close call)：
虛驚事件 (near-miss, near-hit)：

意外事故 (accident)：

• An accident is an occurrence in which property damage, material loss, detrimental environmental impact, or human loss (either injury or death) occurs.
• An accident is an incident which has given rise to injury, ill health or fatality.
